There are many different applications for the user of vacuum trucks in our market today, such as line cleaning, storm drains, catch basins, containment pits and hydro–excavation. These types of vacuum trucks use a combination of vacuum and high-pressure water at different flow rates to clean pipes and basins. Normally the material becomes damp or wet and sometimes a slurry material. This wet material conveys easily into the holding body or debris tank without much carry over into the atmosphere.

Not all material is wet and there is a need for the industry to have a machine that is capable of not only vacuuming wet material but also dry powder type materials. Materials such as fly ash, cement powders and the like. These materials if vacuumed with a standard style vacuum truck would instantly make a cloud of dust into the atmosphere out of the exhaust of the blower. The common name for this type of vacuum truck is “Industrial Vacuum Loader”. This machine has components such as cyclones, drop boxes, and most importantly, a special filtration system that filters the fine particles down. According the US Department of Labor and OSHA guidelines fines for entering and attempting to clean a confined space without certification can result in fines greater than $142,000. OSHA's permit-required confined space standard establishes procedures to protect workers who must enter, work in or exit spaces with configurations that hinder their activities. In addition, the configurations of such spaces may increase workers' exposure to hazards such as entrapment, engulfment and/or hazardous atmospheric conditions, which can lead to serious physical injury, illness or death.
"A confined space has limited or restricted means for entry or exit, and it is not designed for continuous employee occupancy, which makes monitoring workers' activities in these spaces vital to their safety and health," said Gary Anderson, OSHA's area director in Calumet City. "OSHA is committed to protecting workers on the job, especially when employers fail to do so." The willful violations, both safety, involve failing to provide a mechanical lifting device that could help rescue workers from confined spaces as well as an attendant to monitor the safety of workers operating within permit-required spaces. A willful violation is one committed with intentional knowing or voluntary disregard for the law's requirements, or with plain indifference to worker safety and health. Most of nine serious safety and health violations relate to the confined space standard. These include failing to test conditions; provide appropriate explosion-proof lighting; review entry operations; verify permit entries, such as required tests and procedures; sign permits to authorize entry; provide training for the safe performance of duties in confined spaces; and certify that training has been accomplished. The violations also include failing to provide hazard communication and personal protective equipment training for workers exposed to contact with corrosive chemicals. A serious violation occurs when there is substantial probability that death or serious physical harm could result from a hazard about which the employer knew or should have known.
